About the Board

The Evergreen Public Schools Board of Directors is a key part of the "public" in public education. District voters elect the five board members to represent the public's views on how education should be governed at the local level.

Each board member serves a four-year term, and together, they are responsible for establishing the district's goals and policies and are the governing body on adoption of school budgets and all fiscal matters. It's the job of the superintendent, who represents the board, and the district staff to carry out the board's wishes.

The board welcomes and encourages public participation during its meetings. Members believe that good schools and the community nourish each other and that active citizen interest guarantees the excellence of public schools.

All meetings are open to the public (with the exception of executive sessions). At each regular meeting, the public can participate in one of two ways:

  • The board asks for citizen comments to permit audience members to raise district issues not listed on the agenda. However, board members will only be able to listen and/or ask clarifying questions. They will not respond or take action on items not on the published agenda.
  • Or, at regular or special meetings, you can speak regarding any information or action item on the agenda, at the time that item is discussed.

Board Members

Julie Bocanegra, appointed to the Evergreen Board of Directors in February 2012 and re-elected in November 2013, manages two branches of Columbia Credit Union. She also is a former chair of the Battle Ground Chamber of Commerce, former president of the Evergreen Little League and a lifelong Vancouver resident. Bocanegra and her husband have a son, Zach, who graduated from Heritage High School.

Victoria Bradford (School Board President), President of Comfort Interiors, was elected to the school board in November 1999 to the District III slot. She is the mother of two daughters, both products of Evergreen Public Schools.

A former bank officer and long-time school volunteer, Ms. Bradford attended Portland State University and Marylhurst College. Prior to joining the board, she served as chair of Evergreen Citizens for Schools, chair of Evergreen Coalition of Parent Organizations, and president of the Harmony Parent/Teacher Association. She worked on several other district committees and was a member of a Shared Leadership Team. She is a cofounder of the Quality Education Coalition of Clark County and a member of the Vancouver Downtown Association. She was re-elected to the board in 2003, 2007, 2011, and 2015.

Todd Yuzuriha (School Board Vice President) was appointed to the school board in June 2008, elected in 2009, and re-elected in 2011 and 2015 to serve District IV. Yuzuriha's three children are products of Evergreen Public Schools.  

Yuzuriha retired in 2006 as Vice President of Engineering for Logitech, where he led product development of the company's audio and video game products. Prior to Logitech, Yuzuriha was Senior Vice President of Engineering for Labtec in Vancouver, Director and Senior Director at Sharp Microelectronics in Camas, and Engineer and Engineering Manager at Tektronix.

He has a bachelor's degree in engineering from Stanford, a master's degree in engineering from the University of California at Berkeley, and an M.B.A. from the University of Portland. Yuzuriha is also on the Board of Trustees for the Fort Vancouver Regional Library District and co-hosts "The Money JAR" podcast for Junior Achievement.

Michael Parsons retired from the United States Army in 2000 after 27 years of service. During his career he was an instructor trainer, instructional program manager, course writer/developer and Noncommissioned Officers Academy Commandant. He is a graduate of Eastern Washington University, the US Marshals Academy and has taken courses at the US Army Sergeants Major Academy.

Michael has a daughter who graduated from Mountain View High School, a son at Mountain View High School, and two grandchildren at Riverview Elementary School. He has volunteered extensively in the district, including membership in the Ellsworth Parent Teacher Organization (PTO), the Wy'east Parent Network, and The Evergreen School District Foundation and serving two terms on the district Instructional Media Committee, and as a facilitator for the district-run Study Circles.

Rob Perkins (School Board Representative to Federal Relations Network), the Chief Technology Officer for Finite Solutions, is a 1987 graduate of Mountain View High School. He and his wife, Kim, have five children who have graduated, or are currently enrolled in, Evergreen schools. Rob started his volunteer work in the district with two years as PTA Treasurer at Harmony Elementary School. He followed that up with work on the district's ad-hoc Budget Committees and Instructional Materials Committees.

He was officially sworn in at the Board’s March 11, 2014 meeting to represent District 2 and was re-elected in 2015.
